SPEED LIMITS

Please be aware that the Village has a speed limit of 40 km/h on all streets, including Riverside Drive. (except in School Zones, which are marked, where it is 30 km/h).

 

There is an increasing problem with speed on Riverside Drive and the Village will be installing more signage to educate the public.  The RCMP will be enforcing speed limits.

 

Please ensure to drive with safety and within the posted speed limits on municipal streets.  If the problem persists Council will be looking at further alternatives to controlling the speed on Riverside Drive.

SIGN CORRIDOR

Please be advised that the Village of St. Louis has been approved for an advertising sign corridor on the southeast side of the intersection to Provincial Highways # 2 & # 25, travelling north.  Opportunities are now available for local businesses to advertise within the Sign Corridor.  Any business or service club wishing to advertise in this corridor must be located within the municipal limits of the Village of St. Louis or within 10 kms of the Sign Corridor.

 

There is currently space for 20 advertisers at this location and advertising spots will be allocated on a first paid basis.  Permit application will be available from the St. Louis Village Office beginning April 4, 2016.

Each permitted advertiser will be required to provide the Village with a 4’ x 8’ advertising sign constructed of approved material (at their cost).  The Village must give approval of all sign proofs before you have it constructed and installed.

 

There is a $300 installation fee (materials and labour) and an annual advertising fee of $200 (administration, land rental and maintenance).  This is payable to the Village of St. Louis at the time of application.

 E-NOTICES & E-RECEIPTS

The Village of St. Louis now has the capability to provide customer receipts via e-mail.

 

This service is in addition to e-notices for utility and tax billing that has been available for some time.  Customers who have already signed up for e-notices will begin receiving receipts via e-mail as well.

 

Customers who wish to sign up for e-notice and e-receipt can stop by the Office to fill in a consent form or complete the form that will be included with your next utility invoice.

 

E-notice and e-receipt solutions reduce paper, postage and administration costs.

   

  

 

SASK ALERT APP

The Saskatchewan Public Safety Agency (SPSA) is encouraging people to download the SaskAlert App so they can receive critical COVID-19 information in a timely manner. The app also allows people to choose how and when to hear the emergency alerts.

 

The more people that have the app, the more efficient SPSA can be with targeting people in a specific area, including our jurisdiction, that might require emergency information.

 

This app is available in the App Store on your smart phone and also provides various other emergency alerts including winter and summer storms, tornadoes, wildfires and emergency/precautionary drinking water issues.

 

Download it to your smart phone today by searching Saskatchewan Emergency Alert and stay updated and safe.

 

   

COVID RAPID ANTIGEN TEST KITS

St. Louis Village Council would like to advise that the St. Louis Village Office has been designated, by the Saskatchewan Public Safety Agency, as a Distribution Centre for Covid-19 Rapid Antigen Testing Kits (RTK) for the general public.

 

This is in an effort to make RTKs available in every household as a measure of protection by regular screening for Covid-19.  Routine, voluntary testing at home will help prevent transmission and help keep your home, workplace, school and community safe.  Regular testing allows individuals to be diagnosed and receive treatment more quickly.

 

The rapid antigen self-testing kit is safe, gentle, easy to use and provides results within 15 minutes.  These tests will not be accepted as valid proof of negative Covid-19 test results.  They are merely for self screening and early detection measures.

 

These RTKs are now available at the St. Louis Office, free of charge.  Each kit contains 5 tests.  The Saskatchewan Health Authority recommendation is that individuals may do self-testing one to two times a week. 

 

Please pick up your RTKs at the Village Office during regular office hours, subject to supply availability.

BYLAW ENFORCEMENT SERVICES

The Village will again be contracting with a private firm to provide help in the area of Bylaw enforcement May through September this year.  B & B Enforcement Services, who provided bylaw enforcement services last year, will again be the municipal Bylaw Enforcement Officers for 2022.

 

Initially, they will be targeting the Nuisance Abatement Bylaw and the Dog Licensing and Control Bylaw.

 

The Nuisance Abatement Bylaw deals with any yards or properties that are “untidy” or “unsightly” including overgrown grass and weeds, solid waste accumulations, old vehicles and any other waste materials kept on a property or encroaching onto municipal property or road allowances.  The Dog Licensing and Control Bylaw deals with unlicensed dogs, dogs running at large, dogs barking or howling constantly so as to create a nuisance and dogs defecating on property not that of their owner and not being cleaned up.

 

Bylaw officers will be in the community and they will have full authority to enforce the regulations of the Bylaws and issue violation notices as required.  If you have any areas that you think may be a concern, please rectify at your earliest convenience or you may be subject to a violation notice.  This includes maintaining your yard and property and ensuring that your dogs are licensed and under control.  Thank you.

DEVELOPMENT AND BUILDING PERMIT REQUIREMENTS

The Village of St. Louis requires property owners or contractors to obtain a Development Permit and a separate Building Permit when considering any type of development or construction on any residential, commercial/industrial or agricultural lot within the Village of St. Louis municipal limits.  Each of these permits is subject to various fees, depending on the nature of the project.

 

The Development Permit ensures that all regulations contained within the Village of St. Louis Zoning Bylaw and Amendments are met before any development or construction can occur.

 

The Building permit ensures that all construction is carried out in accordance with the Village of St. Louis Building Bylaw and all applicable current National Building Codes and Provincial Legislation.

 

A Development Permit & Building Permit ARE required for:

1. Residential Dwellings - single or multi-family;

2. Commercial/Industrial or Agricultural Buildings;

3. Additions to Residential Dwellings;

4. Additions to Commercial/Industrial or Agricultural Buildings;

5. Residential Basement Development - rec. rooms, bedrooms, bathrooms, etc.;

6. Any Structural Modification to a Residential Dwelling - single or multi-family; or any Structural Modifications to a Commercial/Industrial or Agricultural building;

7. Attached Garages or Carports;

8. Detached Garages or Carports;

9. Storage Sheds in excess of 100 square feet in area;

10. Decks, Exterior Stairs and Landings, Wheelchair Ramps;

11. Fireplaces

12. Fences – restrictions on height and location do apply

 

A Development Permit & Building Permit ARE NOT required for the following uses, provided all other provisions and regulations of the Village of St. Louis Zoning Bylaw and Amendments & Building Bylaw are complied with:

1. Storage or Accessory buildings under 100 square feet in area;
2. Sidewalks – on private property only;
3. Replacement of most existing building components that do not include structural alterations, including:
             a) shingles
             b) doors and windows, if sizes remain as original
             c) siding, stucco, brick veneer
             d) kitchen cabinets

             e) gyproc wall finishes
             f) painting, wallpapering
             g) carpet, linoleum;

 

NOTE:

· For sewer and water installations, replacements, a separate Plumbing Permit may be required.

 

New legislation in the form of The Construction Codes Act (CCA) and subsequent Building Code Regulations, Energy Code Regulations and Plumbing Code Regulations came into force in 2022 and the municipal Building Official, B & B Enforcement is responsible for enforcing these regulations within our municipality.  Failure to obtain proper permitting prior to commencing work could result in additional costs, project delays and unwanted amendments to your project.

MESSAGE FROM YOUR CLUB COMMITTEE

 

Fall has arrived.  We are having our regular meeting on September 21, one day too late to get new information in this newsletter; however, our November newsletter will include any decisions made at this particular meeting.  The following is a review of the September news:

 

Very little interest has been shown for league bowling, only one team!  We thank Rose-Marie Carey for having coordinated this league these past few years, but there is no more need for a coordinator.  Some community members have expressed a desire to bowl occasionally, not in the league. Rates for occasional bowlers will be $20 a person for a two to three hour bowling session.  This does not include kitchen use.  Contact Jane Jenny (981-2350) to rent the bowling alley on occasion.

 

We have been working with SLGA (Saskatchewan Liquor and Gaming Association) for approval of a 50/50 draw to help us pay expenses at the center.  We have received our license and tickets have been printed.  Please read the post on the next page for details.  We hope this fundraising endeavor will meet with your approval as well and will ensure the viability of our club for our present membership and the membership in years to come.

 

We presently have 101 members.  Thank you for purchasing or renewing your membership.

 

Our Annual General Assembly (after a two-year hiatus) will be held on October 4, 2022, at our center at 7 p.m.  We will take a moment to remember club members who have died during the past two years. We will discuss issues of common concern for our membership.  We will review our constitution and bring forward amendments for your approval.  We will hopefully have candidates to fill four vacant positions on our board/committee.  At the end of the meeting, we will have door prizes for those in attendance.  We hope to see you all.

The St. Louis & District Skating Rink will hold an open informational meeting Sunday September 11, 2022 at 4 PM at the Skating Rink.  Set-up of the 2022-23 operating season will be discussed and planned.

 

Anyone interested in sitting on this Board is asked to please attend.  New members are required.

 

 

Property Taxes

Please note that 2022 municipal and school property taxes are now payable and due to the Village of St. Louis prior to December 31, 2022.

 

Notices were sent to property owners back in May of 2022.

 

Be aware that the following discounts apply for the balance of the year for early payment on the municipal portion of 2022 property taxes: 

September discount 3%

October discount 2%

November discount 1%

Casual Maintenance Relief Worker

St. Louis Village Council is looking for local interest from persons willing to be available for very casual relief work with the Village of St. Louis maintenance department.

 

This could be as limited as to a few weeks and random days per year to provide coverage for current maintenance staff absences.

Ability to perform water testing, operate grader, tractor, zero turn mowers and various hand and power tools is an asset.  Willing to train an ideal candidate.

 

Perfect for a retired individual who can be available on short notice.
